Summary:
The USYS Director of Human Resources, Compliance & Participant Safety is a full-time, salaried position that is responsible for development, administration and execution of all requirements related to the health, safety, and professional development of USYS employees, volunteers, and direct registered participants (coaches and athletes). This person will manage US Soccer’s SafeSport-related policies, guidelines, educational programs, reporting, and adjudication services related to USYS corporate operations while supporting compliance and enforcement in the greater youth soccer community through US Youth Soccer’s Safe Soccer Policy as modeled by US Soccer’s Safe Soccer Framework. This person will oversee all USYS Human Resource functions for all full-time, part-time, and contracted employees. This person will also work with the USYS DEI Committee to develop and activate a long-range DEI strategic plan. ESSENTIAL DUTIES AND RESPONSIBILITIES:

Human Resources

  • Recruiting, interviewing, hiring of employees.
  • Ensure employee compliance with all company policies and state/federal regulations.
  • Maintain employee records and update as needed.
  • Update company policies and benefits package.
  • Facilitate communication between management/department heads and employees.
  • Educate employees on company benefits and rewards.
  • Assist management with corrective action, conflict resolution, and accidents.
  • Define, develop and support areas surrounding employee compensation, growth opportunities and continuing education.
  • Oversee employee performance and collaborate with management to evaluate underperforming employees.
  • Develop health/wellness initiatives including mental health support.
  • Develop and execute HR Workshops at USYS Leadership events.
  • Provide State Associations support with expert opinions dealing with HR issues.

Participant Safety and Compliance

  • Implement participant safety and compliance plans that align with US Soccer (USSF) policies and guidelines.
  • Manage USYS’ Disciplinary Action and Risk Management (DARM) Report of ineligible participants in coordination with the USYS Risk Management Committee.
  • Lead the USYS Safe Soccer compliance process for all USYS events.
  • Provide guidance on creation and implementation of USYS Safe Soccer Policy requirements that include but are not limited to adherence to the US Center for SafeSport’s Minor Athlete Abuse Prevention Policies (MAAPP) and Education.
  • Provide guidance on the adoption by all State Associations of USSF Risk Management based policies.
  • Design, implement and manage USYS’ Athlete Safety Program.
  • Ensure that all relevant USYS Soccer Policies are non-discriminatory in nature and reinforce diversity in the workplace.
  • Maintain and provide support responsibilities for all USYS policies pertaining to risk management, employment and other areas as assigned.
  • Assist all State Associations in understanding and establishing DE&I programs that align with various state laws and regulations.
  • Work with State Associations to identify state-specific DE&I policies and bylaws.
  • Develop a national performance plan to establish DE&I training programs and curriculum modules accessible and available to all USYS members.
  • Serve on the USYS Risk Management Committee.
  • Other general compliance, HR and participant safety functions as assigned.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Bachelor’s degree and related prior employment experience in Compliance, HR, Participant Safety, and DE&I is preferred.
  • Child sexual abuse and/or sexual assault prevention, public health, family services, and/or governing body policy education is preferred.
  • Exceptional communication skills, writing skills, interpersonal skills, and ethical mindset.
  • Adept at problem-solving and conflict resolution.
  • Law experience is helpful.

  • Proficiency with Microsoft products.
  • Positive attitude and strong work ethic.
  • Strong communication and organization skills to be able to manage numerous projects at once.
