The Regional Referee Administrator (RRA) supports US Youth Soccer’s commitment to improving the overall officiating quality, operational standards and referee development initiatives within their assigned geographic location. The RRA is also responsible for the implementation of referee development programs to improve the overall standard of officiating at US Youth Soccer programming, as directed and overseen by the US Youth Soccer National Referee Administrator (NRA). Position Summary
The Regional Referee Administrator (RRA) supports US Youth Soccer’s commitment to improving the overall officiating quality, operational standards and referee development initiatives within their assigned geographic location.  The RRA is also responsible for the implementation of referee development programs to improve the overall standard of officiating at US Youth Soccer programming, as directed and overseen by the US Youth Soccer National Referee Administrator (NRA). This position is a part-time exempt employee of US Youth Soccer and reports to the US Youth Soccer National Referee Administrator. 
 
Primary Duties & Responsibilities
Operations:
Management oversight of all officiating related functions for Regional Championships, Regional Presidents Cup, and Regional ODP events within the geographic location (e.g. assignment, evaluation, instruction, on-site operations, communication, logistics and local organizing committee expectations). 
Work with the respective NRA, Regional Cup Management and State Association professionals in developing a strong working relationship and objectives that meet their collective expectations.  
Establish requirements to secure an adequate number of referees and coaches/mentors for each applicable event.   
Select and manage each event’s referee administrative staff/committee.
Develop a Referee Manual, based on a national template, to include event information and game-day protocol that ensures all participants are following US Youth Soccer’s expectations regarding rules of competition and standard operating procedures.
Ensure that all event participants have been cleared through appropriate risk management program.
Work with the Director of Operations and Event Management and NRA on the development of the budget to support referee program needs within the geographic location.  
Attend NCS Nationals and serve as the head of referee delegation for the geographic location as well as assist the NRA as needed with the officiating related operations of NCS. 
Attend and assist as needed in the planning for the US Youth Soccer annual Workshop.
Assist the respective West Operations and Event Manager and NRA with the selection of the Young Referee of the Year awards.
Fulfill other officiating related administrative duties as assigned by the NRA or Director of Operations and Event Management.
 
Referee Development:
Establish a development program for each applicable event that incorporates both referee coaching and mentoring processes.  Share best practices with RRA peers.
Implement a mentor program that incorporates current active US Soccer national referee coaches and Pro/National Officials.
Plan & implement both short and long-term referee development initiatives across the applicable events that compliment US Soccer’s National Referee Program.  
Interface with the NRA, other RRAs and with US Soccer staff on referee development ideas.
Develop and implement an evaluation process for each event that ensures the top performing officials are being identified and assigned according to performance.
Select the referees for advancement to the US Youth Soccer national events. 
Select a National Referee Coach or active official from the geographic location to attend Presidents Cup and NCS nationals.
Work with US Soccer’s referee leadership to establish communication channels regarding referee performance and advancement opportunities as well as the need of US Soccer resources.
Establish recruitment and retention initiatives for US Youth Soccer events.
Track “success stories” of US Youth Soccer referees who advance to the collegiate and professional ranks.
Collaborate with the State Referee Committees (SRAs, SYRAs) in regards to the geographic location referee program’s goals & initiatives.
Collaborate as needed with National League (E64, PRO, Showcase, Conferences) management.
 
Experience & Qualifications
Extensive experience that includes assigning, instruction, referee coaching, evaluation, mentoring, recruitment and retention of soccer officials.
Refereeing experience with knowledge of all facets of the US Soccer National Referee Program.
A high-level technical understanding of the current IFAB and US Soccer applications and teachings.
Highly organized and experienced in effectively managing multiple tasks simultaneously in all areas of large tournaments or other large events that utilize the PODC process.
Demonstrated ability to work within groups of volunteers, establish a positive environment, establish teamwork and drive consensus. 
Track record of demonstrating a high level of professionalism.
Ability to bring a fresh, progressive approach to the RRA position.
Superior oral and written communication skills.
 
Other Requirements
Some travel required.
Ability to work weekends expected.
Background Check required.
