Webb has been with US Youth Since 2018. Prior to taking the role of Director of Operations and Event Management at US Youth, Webb served as the West Region Operations Coordinator and the League Manager for the Desert and Northwest Conferences. Before joining US Youth, Webb was the Director of Programs for Arizona Youth Soccer Association. At AYSA Webb was instrumental on creating the Arizona Premier League, an elite level for youth soccer teams in Arizona through a competitive and selective platform. She also managed the format and scheduling of the Arizona State Cup and President’s Cup and started the first ever Charity Golf Tournament and Adult State Cup. In addition to working with AYSA, Webb worked at Sereno SC where she wore many hats such as: the Director of Operations and Director of Club Relations for 7 years. Prior to her move to Arizona, Webb spent five years as the assistant coach at East Carolina University and served as the head coach at Elon University for three season. Additionally, she also coached at Carolina Dynamo, Campbell University, and North Carolina Wesleyan and spent over 15 years as a coach and administrator with the state and regional Olympic Development Program. Webb graduated from Campbell University with a Masters of Education/Interdisciplinary Studies in 2001 and from North Carolina Wesleyan College with a Bachelor’s of Arts in Justice and Public Policy in 1996. Webb has been inducted in the North Carolina Wesleyan Hall of Fame in 2009 for soccer (all-time leading scorer), basketball (all-time assists leader), and her High School Hall of Fame for being an athlete in both Soccer and Basketball. Fun fact, Webb ran while carrying the Olympic Torch in a relay that stretched across America for the 1984 Summer Olympics.

Condone has been with USYS since 2017. Prior to USYS, Condone served as the Executive Director for the Alabama Soccer Association (2012-2017) and Technical Director for the Tennessee State Soccer Association (2005-2012). He has also been a Head Coach at Spring Hill College, Rutgers University –Newark, and Tennessee Wesleyan University.
Along with receiving his US Soccer Grassroots Instructor License, ‘A’ License, and National ‘Youth’ License, Condone has co-authored a book, ‘Developing a Model Soccer Club: Understanding and Implementing Best Practices for Club Wellness.’
Condone holds a Bachelor’s Degree in History/Political Science from Monmouth University and a Master’s Degree in the Liberal Arts from Spring Hill College. He is currently pursuing a 2nd Master’s Degree in Athletic Coaching from Florida State University.
Condone and his wife Rachal have four children and reside in Orange Beach, AL.

Wiser has been with US Youth Soccer since 2003 starting as the receptionist then moved to the Coaching Department as a Programs Assistant in 2007. Since September of 2008, Wiser has been the Executive Assistant for US Youth Soccer. In her spare time, Jill enjoys traveling the world, playing soccer and spending time with friends and family, including her two daughters.

Tyrone has been with US Youth Since 2017. Prior to US Youth Tyrone worked with the Houston Dynamo from 2011-2013 as a Marketing Assistant and from 2015-2017 as an Operations Assistant with the First Team. In 2013, he accepted an International Operations internship with Major League Soccer/SUM where he worked closely with the Mexican National Team and assisted with Gold Cup. Tyrone has also held roles with USA Boxing in Colorado Springs and the 2016 Copa America Centenario working with the National Teams from Argentina, Colombia, Costa Rica, Mexico, USA, and Venezuela. A graduate from the University of Houston (GO COOGS!), Tyrone’s hobbies include working out, going to concerts, signing up for 15k races and then quickly regretting it, karaoke, cooking, searching for the best tacos in Dallas, and Netflix binge watching!

Weber has been with US Youth Since 2022. Joe comes to USYS from North Texas State Soccer Association where he was from 2018-2022, starting as the Program Specialist for ODP before being promoted to Operations Manager. From 2017-2018 he worked for the NCAA in their Championships & Alliances department, working on the national championships for Division III Men’s & Women’s Soccer, National Collegiate Men’s Gymnastics, and Division I Wrestling. Joe has also held positions with the Indiana Pacers and the Lone Star Conference. He graduated from the University of Texas at Dallas in 2017 with a Bachelors in Marketing, and completed his Masters in Sport Management at the University Texas in 2019. In college he played on the men’s team as a goalkeeper first at Colorado State University – Pueblo, and then the University of Texas at Dallas. Joe’s hobbies include watching sports, running, playing cards, spending time with family, and smoking/grilling meats.

Burlison has been with US Youth Since 2022. Emily comes to the national office after working for USA Volleyball from 2019-2020 as an International Events Assistant, working with the national teams of multiple countries. From 2018-2019 she worked for University of Oklahoma Athletics Hospitality. She graduated from the University of Alabama in 2018 with a Bachelor in Sport & Hospitality Management, and she is currently pursuing an MBA at the University of Oklahoma. Emily’s hobbies include watching sports (Boomer!), baking, crocheting, going to Disney, spending time with family, and being a cool aunt to her 2-year-old nephew. She is also an ambassador for Dr. Pepper!

Taylor began her career with US Youth Soccer in 2007 as the receptionist and has grown within the organization now providing assistance as an Accounting Coordinator since 2013. Taylor graduated from Dallas Baptist University with a Bachelor in Business Administration. In her free time, Taylor loves going to concerts and to Dallas Stars hockey games. She also loves being involved in her church and is a member of the choir. Taylor is married and has a son and a daughter.

Frankland has been with US Youth Since 2018. Prior to US Youth Frankland owned and managed a successful event management company, running large scale youth soccer tournaments since 2005. Frankland was also a Division I Mens Assistant Soccer Coach at Western Michigan University up until his time with US Youth. Frankland graduated from John Moores University (Liverpool, England) with a BSc of Physical Education in 2002. When not involved with US Youth, Frankland’s hobbies include golf and following his beloved Everton FC. Frankland and his wife Amanda have two children and reside in Michigan.

Leland has been with US Youth Soccer as a League Manger since 2018. Prior to US Youth Soccer, Leland served as the Director of Competitions of South Texas Youth Soccer from 2012-2018 and as the Programs Coordinator of Montgomery Soccer, Inc. from 2008-2012. A graduate of the University of Dallas in 2008, Leland enjoys spending time outdoors, hiking, and woodworking. Leland and his wife, Grace, have six children and reside in Virginia.

Dr. Sari Rose started her new role as the Senior Manager for Grassroots Soccer in June 2022. Prior to that, she was the Director of the NC Fusion Foundation (2016-2022) and Assistant Technical Director for Coaching Education and Player Development at NC Youth Soccer (2009-2016). She has coached college soccer at Butler University, Rutgers University, and the University of North Carolina Charlotte.
Rose holds a ‘B’ license, National Grassroots Instructor License, National Goalkeeper’s License and National ‘Youth’ License. She has served as a board member and advocacy chairperson for United Soccer Coaches and been a talent scout for US Soccer Federation. She also has done several tours as a sports ambassador for the US State Department.
In addition to her coaching experiences, Rose completed her Ph.D. at the University of North Carolina Greensboro. Her research focused on using soccer to cultivate personal and social responsibility with underserved and refugee youth. As a result of her studies, she created coaching and referee mentoring programs in the community. She earned her Master’s Degree in Secondary Education at Wake Forest University, where she also completed her Bachelor’s Degree as a dual major in Politics and Religion.
Rose currently resides in Greensboro, NC with her partner Jenny and their two children.

Heffernan has been with US Youth Since 2019. Prior to US Youth, Heffernan served as a Police Officer in the NYPD where he worked Patrol. Prior to joining the force, Heffernan was the ECNL Director for 3 years at Albertson Fury and the Girl’s Technical Director for 2 years at FC Fury NY (GDA) and FC Albertson Fury (GDA). Heffernan graduated Magna Cum Laude from Arizona State University in 2013. After graduating ASU, Heffernan became full time as a staff coach at Sereno SC in Phoenix, AZ. Heffernan currently holds a USSF B Coaching License and has experience in working with youth, college, and pro programs. When not involved with US Youth, Heffernan enjoys reading, watching sports, or spending time with family and friends.

Currently a Video Match Official for the Professional Referees Organization, Radford also works in the Major Arena Soccer League, as well as the collegiate game. He has worked 7 NCAA Final Fours and 3 NAIA National Championships including the 2013 Division II Men’s National Championship Game and the 2021 Men’s Division I National Championship Game. Radford began officiating in Region IV’s Cal South and was selected two USYS National Championships, two ODP National Championships, and the inaugural US Soccer Development Academy Finals. Prior to assigning nearly a decade of high school soccer for the Long Beach Whittier Soccer Officials Association, the Southern California Soccer Officials Association, and the CIF Southern Section, he earned his Bachelor’s Degree in Psychology from Long Beach State University.

Zach Legleiter has been with US Youth since April 2019. Prior to US Youth, Zach was an Event Manager at Anthony Travel for four years assisting on housing for several major sporting events, most notably Super Bowl LI, LII and LIII. Zach graduated from the University of Oklahoma with a Master of Adult and Higher Education in 2014 and with a Bachelor’s of Science in Communication in 2012. When not involved with US Youth Soccer, Zach’s hobbies include running, golf, puzzles and taking care of his two year daughter, Kennedy.

Llewellyn has been involved in soccer administration since 1994 – at the club, state and regional level until joining US Youth in 2014. Llewellyn is a graduate of the University of Kentucky with a Master of Science in Exercise Physiology and from VA Tech with a Bachelor of Education with an emphasis in cardiac rehab, health and wellness. Aside from soccer, her hobbies include traveling, reading and community volunteering but most of all spending quality time with her seven grandchildren. Llewellyn and her husband Boxley have raised four children and reside in North Carolina.

Fleming has been involved with youth sports since 1975 and specifically with youth soccer for over 25 years. This includes work at the state level, as well as on the Regional level before becoming the chair of the US Youth Eastern Presidents Cup in the Fall of 2017. He also works as an IT system software engineer/manager for the University of Maryland and has been with the university for over 30 years. When not involved with US Youth, Fleming enjoys attending DC United soccer games and, especially, playing as a goalkeeper in adult indoor soccer leagues. Fleming and his wife, Elwyn, have 3 children and reside in Maryland.
